Prime Minister Manmohan Singh will be leading a high-powered delegation to The Hague November 8 for the fifth annual India-European Union summit which is being viewed as a watershed in relations between the two sides, India's foreign ministry said Friday.
The summit will endorse the EU's proposal to upgrade its relationship with India to a strategic partnership. The EU has a similar partnership with five other nations - US, Canada, Russia, Japan and China.
